Upcoming Conference: Countering Terrorist Financing

On Monday 8 February 2016 Chatham House will be holding a one day conference in London, titled Countering Terrorist Financing: Cross-border co-ordination on illicit financial flows.


As terrorist groups move towards more planned and organized models they need access to well-funded, diverse networks and, with the emergence of Islamic State, terrorist finance models are becoming increasingly complex and sophisticated.

Technological progress and the proliferation of financial instruments are challenging the ability to accurately trace and counter the flow of funds. Despite the guidance provided by the intergovernmental Financial Action Task Force as well as other state and non-state actors, the rise of Islamic State calls for an urgent, critical re-examination of existing approaches for disrupting the financing of terror groups and strengthening international legal systems against them. The financial battle against terrorism requires greater cooperation, more innovative approaches and better targeting of resources than ever before, as systems develop rapidly in new directions, supporting large groups controlling populations and territory or lone actors and small cells plotting homeland attacks.

This conference will bring together policy-makers, international organizations, financial institutions and businesses to evaluate the landscape of terrorist finance, analyse external and internal sources of funding and assess how to improve counterterrorist strategies, by undermining the financial management of terror groups and coordinating legal measures to combat them.
